Diana Francis is an International Specialist in Policies and Regional Programming at IICA for the Caribbean region. She is a graduate of the University of the West Indies, St. Augustine – BSc. Economics and Cave Hill and MPhil Economics. Her recent publications include 'Family Farming and Agricultural Policies: Considerations for Public Policy in the Caribbean' (2018) and 'Hunger and nutrition from belly-full to body-fuel:  Critical Issues, Options  and Perspectives' (2015). In her 24-year journey, she has provided direct assistance to Ministries of Agriculture in formulating Agricultural Policy and Strategy, emphasizing the importance of rebuilding strong planning capacity; prepared and managed projects in collaboration with the CTA to strengthen the Regional Agriculture Policy process through research, documentation and networking, which also contributed to an increased availability of published material on Agriculture in the Caribbean; managed the 10th EDF-funded Agriculture Policy Programme (APP). Her current areas of interest include increasing the efficiency of policy and programming processes under conditions of constrained institutional and resource capacity for development, and increasing the pool of published material and effective knowledge management on agriculture in the Caribbean.
