  • The report assesses Monitoring, Evaluation, and Learning (MEL) systems for implementing agricultural elements of the NAPs in Guyana and Suriname under the CACCI-LAC Project (IICA, USAID, IFPRI). Its aim was to identify institutional strengths, gaps, and capacity needs to establish results-based management. Using six MEL dimensions—preconditions, institutional framework, planning and budgeting, routine monitoring, evaluation cycle, and information systems—the study found weak implementation in Suriname and moderate progress in Guyana. Key recommendations include improving institutional coordination, developing costed MEL plans, and creating sector-specific information systems.
