Willie is currently the Technical Coordinator of the Inter-American Institute for Cooperation on Agriculture (IICA), Delegation in Belize, he is responsible to coordinate all the activities related to the Technical Agenda of the Delegation and is the main contact person between IICA, the Ministry of Agriculture, Food Security and Enterprises and other stakeholders with whom the Delegation works closely.  He is an Agricultural Engineer and Climate Change Specialist with over 8 years of experience working in designing and implementing programs for technical cooperation.  Over the years working with IICA, he has collaborated with organizations like the Food and Agriculture Organization of the United Nations, Organismo Internacional Regional de Sanidad Agropecuaria, Caribbean Agriculture Research and Development Institute, Protected Areas Conservation Trust, Caribbean Community Climate Change Center, Pesticide Control Board, Banana Growers Association, Sugar Industry Research and Development Institute, Resilient Rural Belize Project, University of Belize, Belize Agricultural Health Authority, and several NGOs to implement training and capacity building programs that have reached over 800+ young farmers, technicians and extension officers.  He has collaborated with the implementation of national and regional projects.

Willie holds a Master’s Degree in Climate Change from the Universidad Europea del Atlántico (UNEATLANTICO) from Spain, a Bachelor's Degree in Agricultural Science and Production from the Zamorano University in Honduras and has completed a Climate Change Negotiations for Agriculture Stakeholders course, from the Food and Agriculture Organization of the United Nations, Methods and Tools Developed and Applied for Measurement, Reporting, and Verification (MRV) in the Agriculture Sector, from the Inter-American Institute for Cooperation on Agriculture (IICA) and the Greenhouse Gas Management Institute.
