Resumen

  • The proposed approach where the end users are fully involved in the process of management, monitoring and decision making seems to be appropriate as long as initial governmental assistance is provided. The current situation to some extent already reflects a growing concern, for water shortage is becoming frequent and it is increasingly difficult to assure a continuous water supply among the water users in the basin, especially during the dry periods. In this regard, full support is being provided to set up and organize Water Users Associations entitled to manage and distribute the available water resources according to well established rules, standards and distribution models with appropriate legal and institutional backing.
