Curt D. Delice is currently the IICA Representative to Suriname and simultaneously serves as the Special Affairs Coordinator for the Caribbean Region since 2019. He holds PhD in Rural Development from the Postgraduate College in Mexico in addition to a BSc in Agronomy Engineering and MSc in Agricultural Diversification. He is also a certified Project Management Professional (PMP) and a member of the Project Management Institute, Pennsylvania USA. He also holds certificates in financial management and payment procedures for European Development Fund. He is fluent in English, Spanish, French Creole and has a good working knowledge of French and Dutch languages. He has nearly thirty years’ experience working in agriculture and rural development issues in Latin America and the Caribbean. His main area of interest is horticulture and fruticulture, agricultural development, rural development, organizational strengthening of producer organizations, public sector project management and funds procurement for development projects. He lectures in project management and funds procurement for development projects, with particular emphasis on scope, cost, schedule and risk management. He also conducts training in leadership and group dynamics. He has authored a number of papers in agriculture and rural development as well as public sector project management and advises on project formulation and execution.
